Application launching issue -Citrix cloud control plane VDA 1912 CU5

We recently migrated all of our onprem Citrix control plane to Citrix cloud, VDA workloads and Storefront still On-prem and we are seeing below failed trnsaction ID: 2074439b-1955-4753-a72c-a2f4e18fb570 id while launching the applications, issue is random.

We also created citrix policy by increasing the application launch wait time by setting 10mins, but still random users are having issue launching, and we can see disconnected sessions for the particluar user on the server, and in monitor ghost sessions.

VDA version on the Servers is 1912 CU5.
